“The commission has endorsed the local sale of the iPhone and the launch of its service within the limits of the law,” said Lee Tae-hee, a spokesman of the Korea Communications Commission. “If Apple includes location based-related details as a form of an agreement to its strategic partners such as KT, Apple’s iPhone can give location-related services here.”

Great news for Apple (AAPL). The South Korean market is a robust one, and analysts say that with the right carrier partner, Cupertino could be looking at sales over the first year ranging from 500,000 to two million. That said, they note that competing with the likes of Samsung and LG on their home turf won’t be easy. Between them, they control about 70 percent of the South Korean handset market.

“There seem to be a lot of people waiting for iPhones to go on sale here but it will not be easy for Apple to crack the Korean market as Samsung and LG already dominate the market with competitive phones,” said Jae Lee, analyst at Daiwa Securities in Seoul. “It will be difficult for Apple to steal market share significantly from the Korean makers in the short term but the iPhone could still be a threat to Samsung and LG in the long term.”

When the iPhone finally does arrive at market in South Korea, it will likely be with KT (formerly known as Korea Telecom) as a carrier partner. As Dan Butterfield over at iPhonAsia notes, KT CFO Yeon-hak Kim suggested as much this past summer. “Apple iPhone will be in our smartphone line-up,” he said in August. “iPhone will help to expand the smartphone market and will contribute to increasing the ARPU (average revenue per user).”

KT officials are telling the Korea Times that they’re looking at a November launch date. “KT has been in talks with Apple to introduce iPhones,” said a KT official. “Sometime in November, the latest iPhone model dubbed as ‘iPhone 3GS’ and its previous model will be commercialized. KT and Apple will decide on the coverage of location-based services.”

And in the United States, the country that invented the Internet? It’s 5.1.

This according to a new study by the Communications Workers of America, which found that broadband speeds in the States are among the slowest of the 29 countries it surveyed. “Between 2007 and 2009, the average download speed in the United States has increased by only 1.6 megabits per second (mbps), from 3.5 mbps in 2007 to 5.1 mbps in 2009,” the CWA explains in its report. “At this rate, it will take the United States 15 years to catch up with current Internet speeds in South Korea, the country with the fastest average Internet connections.”

And no wonder: 18 percent of Internet connections in the States that the CWA surveyed revealed download speeds slower than 768 kilobits per second, which doesn’t even qualify as basic broadband according to the Federal Communications Commission’s definition.

That may soon change, now that the country has adopted the American Recovery and Reinvestment Act, which includes a provision for a national broadband plan by spring of 2010 and grants of $7.2 billion to bring high-speed Internet to the hinterlands. But it will be slow going. It’s a long way from 5.1 mbps to 20.4.

On April 1, 2009, that will all change. The Korea Communications Commission today agreed to lift the WIPI requirement, opening the South Korean market to the iPhone, BlackBerry and other devices to which it had been effectively closed. “Mobile-phone operators have been required to use the WIPI mobile platform on their handsets, but considering global industry trends toward the use of general-purpose mobile operating systems, we concluded that there was a need to allow carriers the freedom to decide whether to use WIPI or not,” Shin Yong-sub, the director of KCC’s policy bureau, told the Korea Times. “Consumers will also be able to choose from a wider variety of products and benefit from increased price competition from handset makers.”

Top among those products, the iPhone, which carriers K Telecom and KTF are both said to be interested in adding to their lineups.

With U.S. broadband speeds lagging far behind European and Asian countries, Comcast is finally doing its part to bring the country’s lousy broadband Internet services into parity with those of other industrialized nations. You know, like Iceland. Or South Korea.

Comcast (CMCSA) plans to aggressively deploy its next-generation wideband service to 10 million homes by the end of the year, the company said Wednesday. Based on the ultrafast Data Over Cable Service Interface Specification (DOCSIS), the service should provide download speeds far in excess of those currently offered by the company. It’s to be offered in two tiers. The fastest, Extreme 50, will provide up to 50 megabits per second downstream and up to 10Mbps of upstream speed. Price: $139.95/month. Ultra will get you up to 22Mbps downstream and up to 5Mbps of upstream for $62.95/month.

And what about the 150Mbps service Comcast CEO Brian Roberts demonstrated at the Cable Show last year? The one fast enough to download the entire “Encyclopedia Britannica” and “Merriam-Webster Visual Dictionary” in less than four minutes? Still a ways off, apparently.

Pathetic. In Japan the median download speed is 63.60Mbps. In South Korea it’s 49 mbps. For crying out loud, in Finland it’s 21.7Mbps.

How is it that the median download speed of the country that invented the Internet is this abysmal? No wonder it’s fallen to 15th place among industrialized nations in the percent of the population subscribing to broadband. No wonder broadband adoption slipped to a seven-year low in the second quarter of 2008.

The South Korean government requires all cellphones sold in the country to support the WIPI standard. And for Apple (AAPL), as well as other handset manufacturers like Nokia (NOK) and Sony Ericsson (ERIC), redesigning their devices to do so is a costly proposition. So costly, in fact, that they’d rather not bother.

“Korea is not ready,” an Apple Korea rep told the Korea Times. “We have no comment on [the] iPhone matter in Korea; also, there is no plan to release any further information about launching of [the] iPhone in Korea.” And that suits Korea’s mobile phone-makers, Samsung (005930) and LG (066570), just fine. They’re apparently not fond of unnecessary competition.

“Next time you are in Malta and you need an iPhone 3G, it will be there for you,” Apple CEO Steve Jobs said earlier this week. But not in South Korea. Plenty of Samsung and LG phones, though. And how ’bout that Samsung Omnia, huh? Almost like the real thing …
