Well, this is odd.

Nortel Networks has rejected Research In Motion’s bid for the wireless infrastructure assets Nortel is unloading as part of bankruptcy proceedings. RIM said Monday night that it intended to offer $1.1 billion for Nortel’s CDMA and LTE businesses, but was told it could do so only if it agreed not to bid on other Nortel assets, something it had intended to do.

In a blistering statement, RIM (RIMM) accused Nortel (NT) of imposing unfair conditions on the court-supervised auction of its assets and of jeopardizing their continued Canadian ownership.

“RIM is extremely disappointed that Nortel’s world leading technology, the development of which has been funded in part by Canadian taxpayers, seems destined to leave Canada,” said co-CEO Jim Balsillie. “RIM remains extremely interested in acquiring Nortel assets through a Canadian ownership solution that would serve the dual purpose of keeping key wireless technologies in Canada and extending RIM’s leadership in the research, development and distribution of leading edge wireless solutions, but RIM has found itself blocked at every turn.”

Why? Nortel says RIM was late to the game and hasn’t followed proper auction procedure.

“Other parties moved expeditiously to comply with the court approved procedures to become a qualified bidder,” the company said in a statement. “It was not until July 15, 2009, that RIM submitted a letter to Nortel asking to be a qualified bidder and since that time, Nortel has diligently attempted to work with RIM on acceptable confidentiality terms relating to Nortel’s valuable intellectual property assets, but RIM refused to comply with the court approved procedures.”

What’s really going on here? It’s hard to say, though clearly there’s more to the story. After all, RIM’s $1.1 billion bid is far, far more than Nokia Siemens’s stalking horse bid of $650 million. And what does RIM want with the CDMA business, anyway?

Operators are cutting spending for network upgrades. Market conditions are tough, but we are taking appropriate actions. It’s a story we’ve heard before, from Ericsson (ERIC), Nortel (NT) and Cisco (CSCO). This morning we heard it from Alcatel-Lucent (ALU). The French-American telecommunications maker said today that its first-quarter net loss more than doubled from a year ago amid a souring economy that’s got its customers slashing capital expenses to preserve cash. With sales down 6.9 percent, Alcatel lost $563.6 million in the quarter, more than twice last year’s $241.7 million loss.

Ugly, even more so considering this is the company’s ninth consecutive quarterly loss since it was created in 2006.

“While expected, given seasonality and tough market conditions, we are not pleased with the operating loss incurred in the first quarter,” said CEO Ben Verwaayen. “Our guidance for the year remains unchanged and we are taking appropriate actions….There’s lots of work we still need to do.”

Its hopes of rebuilding under bankruptcy protection effectively dashed by the ongoing financial crisis, Nortel is considering selling off its two biggest business units to rivals. Reportedly on the block: the company’s wireless-gear and office telecom equipment units, divisions that posted $6.7 billion in revenue last year–more than half the company’s sales. “What we are finding is that there may be a lot more value by selling rather than emerging,” a person familiar with the matter told The Wall Street Journal. “The company was surprised by the amount of interest and the number of calls.”

A sad turn of events for a company that was once a cornerstone of the telecom industry. For while the sale of those divisions would generate some much needed cash, they would also make it tougher for Nortel (NT) to emerge from bankruptcy protection as a viable company.

More brutal news from Nortel today. The troubled telecommunications gear maker plans to sack an additional 3,200 workers world-wide over the coming months. Taken together with the company’s previously announced 1,800 layoffs, total job reductions will top out at 5,000. When they’re completed, Nortel’s workforce will number about 25,000, down 16 percent from about 30,000. And there may be more cuts in the months ahead: Nortel says it cannot promise that today’s layoffs are its last.

“There is nothing more difficult than notifying employees, and Nortel is extremely conscious of the personal financial burden this will cause affected employees and their families,” CEO Mike Zafirovski said in a statement. “Nortel is a company driven by people and innovation. But with the unprecedented economic environment and resultant impacts on revenues, significant changes are required to regain our financial footing. Tough decisions are being made to restructure the company and work toward a successful emergence from creditor protection.”

Tough decisions indeed. Employees given the sack will not receive severance packages, which Nortel suspended when it filed for bankruptcy protection last month. “We do not have the flexibility, particularly in North America–Canada and the U.S.–for us to be paying severance pay,” Zafirovski told Reuters. No word yet on whether the company has the flexibility to pay Zafirovski’s 2009 bonus…

Grim isn’t it? Sad thing is, this is just a simple snapshot of what’s been happening in tech. According to the Department of Labor, employers in the states shed 524,000 workers in December, 2.6 million in all of 2008. That makes the last year the worst for layoffs since 1945, when 2.75 million jobs were lost. And that’s frightening, because according to some experts, we’ll get no respite in 2009. “We are very early in the cycle,” Peter Morici, a professor at the Robert H. Smith School of Business at the University of Maryland told BusinessWeek, adding that we’ve so far only seen a sliver of the job losses to come. “We are going to see the fury of the Old Testament for what we have done to the economy.”

To wit: A (Long) Weekend Update, and best wishes on Martin Luther King Jr. Day.

Digital Daily covered the Steve Jobs story this week, starting with the all-hands memo in which the Apple (AAPL) founder announced his medical leave and following through with the reactions of both Wall Street and the company’s investors. Then there’s the general response, which has been variously diagnosing Jobs’s health issues and predicting the demise of Apple without him–not without good reason, but quite a departure from the reaction when Bill Gates left Microsoft (MSFT). Digital Daily also noted that even though Palm’s (PALM) stock price made a jump directly after the introduction of the Pre and its new Web OS, the company will need to sell a lot of phones in order to attract a robust community of developers. And let’s not forget the roll call of fallen companies, including two of the latest to fall victim to the econalypse, Nortel (NT) and Circuit City (CC).

Can Mexican billionaire Carlos Slim save the New York Times? MediaMemo had the story of the gray lady’s possible white knight, plus coverage of some recent ideas about how newspapers in general can be rescued from a grim fate. Hint: not by a Facebook event. There are some bright spots for traditional media, though, made possible by the increasingly social Web. Incredible photos are often made available for free and as news is breaking, saving editors from the limitations and high prices they’re accustomed to from established agencies. A perfect example arose this week when U.S. Airways flight 1549 made a spectacular emergency landing on the Hudson. Twitter, a camera phone and an incredible photo almost singlehandedly changed the way people think about citizen journalism–as an aid to, not a replacement for, professional reporting.

At the Consumer Electronics Show, BoomTown moderated the SuperSession panel titled “What Will They Think of Next? Consumer Technology in 2025.” A lot of the discussion involved pretty much the general consensus of what’s on the horizon, but there were some edgier ideas from the panel, which included an interesting cross section of the digital industry. BoomTown interviewed all of the participants on camera afterward about their visions of 2025, and some of the results were pretty funny. Of course, BoomTown had a say about the various degrees of silence and hysteria surrounding Steve Jobs’s health issues, urging people to put things in perspective, and evoking his 2005 commencement speech, in which he advised graduates to “Stay Hungry, Stay Foolish.” BoomTown says: Not this foolish. The passing of the leadership torch at Yahoo (YHOO) took center stage last week, starting with the classy exit of Sue Decker and her memo to the troops. Next up: Yahoo’s official announcement of Carol Bartz as CEO and her first words as its fearless leader: “Yahoooo!” and “Friggin’.” Here’s full coverage of the transition.

Walt Mossberg voiced his strong and sensible opinion about the media circus surrounding Steve Jobs’s leave of absence on Fox Business last week, which is, first and foremost, concern for the man and best wishes for his recovery. On the gadget front, he discusses different options for putting e-books on your cellphone and Web OS, the new operating system that debuted with the Palm Pre. Katie Boehret looked at a couple of Web search tools that deliver better results by paying attention to what results you click on.

More next week. Wait–later this week.

It took far longer than expected, but Nortel has finally thrown in the towel. This morning the long-suffering telecommunications equipment maker filed for Chapter 11 bankruptcy protection. “Nortel must be put on a sound financial footing once and for all,” CEO Mike Zafirovski said in a statement. “These actions are imperative so that Nortel can build on its core strengths.”

Indeed. For Nortel, around whom the carrion birds have been circling, the move has been a long time coming. Nortel (NT) owes creditors about $3.8 billion. And with its first large bondholder payment coming due this week, the company had to do something. Sadly for shareholders, who will likely see their holdings all but wiped out, this was it. As a consequence of filing Chapter 11, Nortel will lose significantly more business, analysts say. And that could potentially send it into a death spiral. “Based on this filing, the board of directors must believe that not only is the fourth quarter bad, but that the first quarter is going to be just as bad or worse,” said Duncan Stewart, an analyst at DSAM Consulting in Toronto. “Although they have cash in the short term, even the medium-term outlook is not enough to make the company viable as a going concern.”

A grim and astonishing transformation for a company that at its peak in 2000 had a market cap of $250 billion.

Its market value today: about $159 million.

Tech may be done with layoffs for 2008, but 2009 is another matter entirely. Now that the souring economy has had its way with Yahoo (YHOO) and AMD (AMD) and Palm (PALM) and Sun (JAVA) and Nortel (NT), it’s moving on to bigger fare. We’ve already heard predictions that Google (GOOG) will sack as much as 15 percent of its workforce next year. Now come rumors that Microsoft (MSFT) is steeling itself for large-scale job cuts as well. “Come 22 Jan., 2009 Microsoft will be asked by the analysts what it is doing to contain costs,” Microsoft employee-blogger Mini-Microsoft writes. “And I believe Microsoft will have an answer. I think this is one solution that you don’t want to be a part of. I’m all for cutting back, but it should have been done long ago, responsibly, vs. forced upon us.” He speculates that the ax will swing on Jan. 15, 2009, and will take 10 percent of the company’s workforce when it does.

Now, Mini-Microsoft is not an official company blog, and it’s penned by an anonymous author. So the layoff rumor it’s floating should be viewed as just that, a rumor. That said, the blog has long been a clearinghouse for internal information Microsoft would much prefer to keep under wraps–and a fairly accurate one at that. So it’s certainly worth paying attention to. As Joe Wilcox writes over at Microsoft Watch, “When Mini speaks layoffs, I believe.”

In this week ramping up to the holidays, good cheer–unsurprisingly–was hard to find. 2008 may well be remembered as the year the econalypse stole Christmas.

Yahoo (YHOO) was bereft of cheer, for sure. BoomTown covered its long-dreaded layoffs and published Jerry Yang’s complete memo to Yahoo staff about the painful process, which began on Wednesday. Ex-Yahoos from all corners of the company declared their preferences (and vented) to BoomTown about the as-yet fruitless search for a CEO to replace Yang, who laid himself off last month. But wait–Digital Daily pointed out a singular moment of misplaced cheer–akin to fiddling while the proverbial Yahoo burns–as the company, uh, celebrated the holidays with a bafflingly lavish year-end party last Saturday–four days before its massive layoffs began.

Digital Daily covered a lot more bad news this week–even some for Apple (AAPL). Belkin, historically the largest exhibitor at January’s MacWorld, announced it won’t be at the convention this year. In addition, registrations for the annual Macfest are down 20 percent since last year. Fairchild became the latest in a long procession of semiconductor companies to lower estimates in the face of dwindling demand, and IPO activity dropped 50 percent in 2008, according to Ernst & Young’s year-end Global IPO Update. What’s that word? Oh yeah, schadenfreude. In a cold bit of circumstance, almost any company can feel a little bit better by comparing itself to Nortel (NT), which lost an astonishing 97 percent of its value this year.

MediaMemo wrote about CBS’s (CBS) appointment with the piper–it spent $1.8 billion on CNET last year, and started paying the consequences this week. The re-org of the entire CBS Interactive group is laid out in Quincy Smith’s memo to its staff. Hulu was hurting this past week, too. Its traffic dropped sharply in the absence of Tina Fey/Sarah Palin viral videos. There was at least one happy anomaly in this week’s news, though: Microblogging site Tumblr brought back memories of the heady early days of Web 2.0, announcing a $4.5 million-dollar round of funding from Union Square Ventures and Spark Capital.

On the Mossberg front, Walt is on a holiday break, but Personal Technology is not. Nick Wingfield sat in for him this week with a column about digital projectors, which are getting smaller and more portable. And in anticipation of Mac-themed holidays for Windows PC users, Katherine Boehret discussed reliable methods of getting data from a PC to a Mac.

Earlier this week it was reported that the long-suffering telecommunications equipment maker is seeking advice from Lazard Ltd. and law firm Cleary Gottlieb Steen & Hamilton about bankruptcy proceedings. Now comes news that it has received a delisting notice from the New York Stock Exchange. If Nortel (NT) can’t get its stock price above the required $1-a-share minimum the NYSE requires, its shares, which have lost a stupefying 97 percent of their value this year, will be delisted.

Grim news for the once-darling tech company, which was worth about $250 billion.

Its market value today: about $275 million.

A few weeks back, RBC Capital Markets analyst Mark Sue warned that Nortel (NT) is facing a very bleak future. “Considering the worsening macro environment, Nortel’s challenged industry position, and concerns related to liquidity while the capital markets are basically closed, we think bankruptcy is a distinct possibility down the road,” Sue wrote in a note to investors.

Looks like Sue was right, and the road to which he referred was a short one. The struggling telecom company has hired counsel to explore a bankruptcy filing, The Wall Street Journal reports. Nortel, well aware what such reports can do to investor confidence, insists that no such filing is imminent. The company does, however, acknowledge that it has engaged advisers to help it weather the current economic storm. Just who has Nortel hired? Word on the street says Lazard Ltd. and law firm Cleary Gottlieb Steen & Hamilton.

Grim news for Nortel, which has spent the past several years trying to recover from the general downturn in the telecom industry and a nasty accounting scandal. With apparently very little success.

In a statement Wednesday, the company said, “Nortel is hard at work reshaping the business to even better serve our customers. There are those who fuel negative speculation, but there are many more who believe that Nortel has put in place the necessary plans to strengthen our financial footing and reset our cost base.”
