So slow that the U.S. Army is planning a major upgrade of its information systems&#8211;<a href="http://www.army.mil/-news/2009/05/20/21389-army-migrating-computers-to-vista/"> to Microsoft’s  (MSFT) Windows Vista OS</a>. </p>
<p>Though Windows 7 is expected at market by the end of the year, the United States military has set that as a deadline for its migration from Windows XP to the <a href="http://ptech.allthingsd.com/20070118/vista-worthy-unexciting/">&#8220;worthy, but largely unexciting&#8221;</a> Windows Vista and from Office 2003 to Office 2007.</p>
<p>The Army has been testing Vista since 2006 and its decision to move forward with a migration of its  744,000 desktops&#8211;on both classified and unclassified networks&#8211;was apparently driven by the OS’s improved security. &#8220;First, they see real value in Windows Vista&#8217;s improved security architecture,&#8221; <a href="http://news.cnet.com/8301-13860_3-10246768-56.html">Microsoft senior director Gavriella Schuster said in a statement</a>. &#8220;Second, it shows large organizations have unique needs and timetables for deployment. These things take time&#8211;they have been rigorously testing internally&#8211;and it makes sense that they have approached deployment in a measured and well-planned way, especially given the number of seats they are migrating to Windows Vista.&#8221;</p>

<p>A Dell laptop, believe it or not. <a href="http://en.community.dell.com/blogs/direct2dell/archive/2009/03/09/going-ballistic-with-new-fully-rugged-laptop.aspx">The Latitude E6400 XFR</a> is Dell&#8217;s (DELL) first true entrant into the so-called &#8220;rugged&#8221; laptop category, and its an impressive one. Targeted at the military and first-responder market, the machine is encased in a chassis made of ballistic armor&#8211;one Dell claims has twice the impact strength of magnesium alloy. It&#8217;s powered by Intel&#8217;s (INTC) Core 2 Duo processor, runs Windows Vista and supports Wi-Fi, 3G mobile broadband and GPS. Perfect for military contractors, and more importantly, for the state and local governments currently lining up for billions of dollars in stimulus money. <a href="http://news.cnet.com/8301-17938_105-10191008-1.html">Said Dell spokesman Patrick Burns</a>, &#8220;With the stimulus package under way, we&#8217;re getting lots of interest.&#8221; I&#8217;ll bet you are, because at $4,299, you&#8217;ll need a stimulus package to afford it.</p>

Joe Lieberman (I., Conn.) to the list of folks who complain YouTube is neither thorough nor expedient in removing objectionable content from its servers, whether it be in violation of copyright or &#8220;good taste.&#8221;</p>
<p>Last week, the U.S. senator sent a letter to Google CEO Eric Schmidt decrying YouTube as a clearinghouse for terrorist propaganda videos and calling upon Google to remove them. &#8220;&#8230; Islamist terrorist organizations use YouTube to disseminate their propaganda, enlist followers and provide weapons training&#8211;activities that are all essential to terrorist activity,&#8221; <a href="http://hsgac.senate.gov/public/index.cfm?Fuseaction=PressReleases.Detail&amp;PressRelease_id=8093d5b2-c882-4d12-883d-5c670d43d269&amp;Month=5&amp;Year=2008&amp;Affiliation=C">Lieberman, Chairman of the Homeland Security and Governmental Affairs Committee, wrote</a>.  &#8220;According to testimony received by our committee, the online content produced by al-Qaeda and other Islamist terrorist organizations can play a significant role in the process of radicalization, the end point of which is the planning and execution of a terrorist attack. YouTube also, unwittingly, permits Islamist terrorist groups to maintain an active, pervasive and amplified voice, despite military setbacks or successful operations by the law enforcement and intelligence communities.&#8221;</p>
<p>Lieberman would like Google (GOOG) to smoke these YouTube terrorists out of their holes. To that end, he provided  Schmidt with a list of offensive videos. Some featured gratuitous violence or hate speech and were removed. But many more featured legal non-violent, non-hate speech. These YouTube refused to remove  because they don&#8217;t violate its Community Guidelines.</p>
<p>&#8220;While we respect and understand [Lieberman's] views, YouTube encourages free speech and defends everyone’s right to express unpopular points of view,&#8221; <a href="http://www.youtube.com/blog?entry=MuaJbJV4Qkg">YouTube said in a post to its company blog</a>. &#8220;We believe that YouTube is a richer and more relevant platform for users precisely because it hosts a diverse range of views, and rather than stifle debate we allow our users to view all acceptable content and make up their own minds. Of course, users are always free to express their disagreement with a particular video on the site, by leaving comments or their own response video. That debate is healthy.&#8221;</p>

			<content:encoded><![CDATA[<p>F-14 components are tough to find these days, now that the United States has retired its F-14 fleet. A tough break for the countries that still use the aircraft&#8211;countries like Iran. Lucky for them, finding those components is about as difficult as digging up a spare fender for your classic car. All that&#8217;s required is a quick search or three on eBay (EBAY) or Craigslist.</p>
<p>According to <a href="http://www.gao.gov/new.items/d08644t.pdf">a new report from the Government Accountability Office</a>, all manner of sensitive or stolen military gear is available for purchase online. GAO investigators apparently had no trouble at all picking up  night-vision goggles, U.S.-issue body armor, nuclear-biological-chemical gear and the aforementioned F-14 fighter components at online marketplaces. Many of these items could easily be used against U.S. troops or reverse-engineered to develop countermeasures or equivalent technology, yet they were shipped to the GAO “no questions asked.”</p>
<p>&#8220;Given that the United States has retired its fleet of F-14s, these components could only be used by the Iranian military,&#8221; the GAO noted in its report. &#8220;By making these components available to the general public, the eBay sellers provided an opportunity for these components to be purchased by an individual who could then transfer them to Iran. The continued ability of Iran to use its F-14s could put U.S. troops and allies at risk.&#8221;</p>
<p>A sobering revelation. Funny that eBay and Craigslist policies and procedures prohibit the sale of things like bootlegs, animals and whatnot, but F-14 fighter components are perfectly acceptable.</p>

<p>From its<a href="http://www.sunshine-project.org/publications/pr/pr170105.html"> Joint Non-Lethal Weapons Directorate</a> comes word of a 2002 project to develop <a href="http://www.newscientist.com/blog/technology/2007/06/laughing-bullets.html">a nonlethal bullet with a laughing-gas payload</a>. &#8220;The design of these bullets includes tailored explosives and propellants and a booster/projectile design with miniaturized mechanical components, where the energetic part or booster drops off on emergence from the gun, and a soft nose persists in its trajectory with high kinetic energy to impinge on the target with a strong blow or punch effect,&#8221; <a href="http://www.dodsbir.net/selections/abs022/dodabs022.htm">explains the 2002 proposal</a>. &#8220;The nose can be automatically deflated on target impingement, releasing malodorants, irritants, laughing gas or other chemical agents. Essentially this nonlethal weapon will allow the military to &#8216;punch,&#8217; slap and hit an individual repetitively from a distance and in a manner [that] provides no injuries.&#8221;</p>
<p>You’d think we had seen the pinnacle of Dr. Strangelove-style military schemes with &#8220;Who Me&#8221;&#8211;a material that produced a fecal odor with which its creators hoped to make enemy combatants a laughingstock.</p>
