Once the plucky underdog in the browser battle, Mozilla’s Firefox is today the second most popular browser worldwide, after Internet Explorer.

Since it was first released in November 2004, the browser has succeeded not just in dislodging Microsoft’s (MSFT) IE from its dominant market position, but in proving that an open-source project can become a widely used consumer application. Now, it is fast approaching its billionth download and is likely to hit that milestone this afternoon.

As of this writing, Mozilla’s Firefox Download Counter is showing 999,935,615, with upward of 20 downloads every second. Though that number is for downloads-to-date, not active users, it’s still an impressive one and says a lot about the mindshare Firefox has managed to capture in a relatively short time against a rival that’s bundled with the most ubiquitious operating system on the planet.

As Mozilla CEO John Lilly told me this morning, “It’s a billion votes–a billion intentional decisions–for people to take control of how they interact with the Web. We–the whole Mozilla community, really–are really proud to have been part of building a product that’s been downloaded so many times, but more importantly, we’re all proud to have helped people take more control over their online lives by making intentional decisions.”

UPDATE: Mozilla tells me Firefox hit the one billion downloads mark at 7:47 am PDT/10:47 am EDT.

Below, Lilly and Mozilla chairman Mitchell Baker in an interview with Walt Mossberg at our recent D7 conference:

Microsoft’s proposal to remove Internet Explorer from Windows 7 in Europe may put the company in compliance with European law, but it’s not going to lead to better competition in the browser market. That’s the word from Microsoft’s rivals at home and abroad who say the “must-carry” provision the European Commission has been mulling as a solution for the company’s antitrust indiscretions is the only one that will work.

“The current Microsoft announcement is too little, too late. Such a move would have been appropriate in 1997, but further action is needed to undo the effects of a decade of abuse,” said Thomas Vinje, spokesman for the anti-Microsoft lobby European Committee for Interoperable Systems. “Microsoft must give users real choice, and this should include not just buyers of new computers, but also existing users.” And just what is Vinje’s idea of “real choice”? Ballot screens offering a choice of at least five preloaded browsers for buyers of new PCS as well as Microsoft’s installed base of Windows users, via Windows and IE updates.

Mitchell Baker, Chair of the Mozilla Foundation, took a similarly dim view of Microsoft’s (MSFT) plans for European versions of Windows, questioning the company’s motives and wondering if it might not intend to somehow give PC makers an incentive to bundle IE back into Windows at the OEM level. “It’s impossible to evaluate what this means until Microsoft describes–completely and with specificity–all the incentives and disincentives applicable to Windows OEMs,” she wrote in a blog post. “Without this it’s impossible to tell if Microsoft is giving something with one hand and taking it away with the other. For example, if Windows marketing dollars are tied to IE or browser-based programs, then the ties to Windows are still distorting the browser market. One could think of many other examples. As a result, it’s also impossible to tell whether this does anything more than change the technical installation process of the OEMs.”

Baker did, however, concede that Microsoft’s solution will achieve one thing: annoying the hell out of Windows users abroad. “It will certainly make life more difficult for people upgrading to Windows 7,” she said.

With a 20 percent share of the the world-wide browser market and 31 percent of its European segment, Mozilla’s Firefox browser has clearly proven that Microsoft Internet Explorer is not immune to free-market competition.

But the natural course of the free markets is apparently not moving fast enough for the European Commission, which is mulling forcing Microsoft (MSFT) to include browsers other than IE in its Windows OS.

Seems that the idea of unbundling IE from Windows has been superceded by a push to bundle even more browsers with it. People close to the case tell The Wall Street Journal that regulators may demand a so-called ballot screen that would present PC users with an array of browser choices, and the option to designate one of them as a default. The EC believes doing so would dilute Microsoft’s advantage in the field and certainly it would do that.

Though at this point, one wonders why that’s even necessary. In April, IE’s market share in Europe was about 48 percent, down from more than 80 percent a few years ago.

Apple touts Safari 4, released as a public beta this morning, as the world’s fastest Web browser for Mac and Windows PCs, and after using it for a short time, it’s tough to disagree. Safari 4 is fast–three times as fast as Internet Explorer 7 and Firefox 3, if Apple’s typically hyperbolic claims are to be believed. That boost in speed is thanks largely to a new Nitro JavaScript engine (based on WebKit) that runs JavaScript up to 4.2 times faster than Safari 3, 30 times faster than IE7 and three times faster than Firefox 3, again according to Apple (AAPL).

Among the browser’s new features: an Opera-like Top Sites, which displays a mosaic of frequently visited pages; a Cover Flow visualization of browsing history that allows users to peruse previously viewed Web sites as they would albums in iTunes; improved tabbed browsing; Full Page Zoom, for a closer look at any Web site without degrading the quality of the site’s layout and text; and improved Windows integration that gives Safari a native look when its running on XP or Vista. Safari 4 is also Acid3-compliant, which means it has passed the Web Standards Project’s Acid3 Browser Test.

Notably absent from Safari 4’s new features list: further security enhancements, something that rival browsers have been quite focused on as of late and which Safari could clearly use.

Mozilla is not only adding its voice to that of European antitrust regulators who claim Microsoft’s (MSFT) bundling of IE with its Windows OS is anticompetitive, but offering its counsel as well. In a post to the Mozilla blog last weekend, Mozilla Corporation CEO Mitchell Baker said that she had “not the single smallest iota of doubt” that the European Commission’s preliminary conclusion that “Microsoft’s tying of Internet Explorer to the Windows operating system harms competition between Web browsers” is correct. “I’ve been involved in building and shipping Web browsers continuously since before Microsoft started developing IE, and the damage Microsoft has done to competition, innovation, and the pace of the Web development itself is both glaring and ongoing,” Baker wrote. “There are separate questions of whether there is a good remedy, and what that remedy might be. But questions regarding an appropriate remedy do not change the essential fact. Microsoft’s business practices have fundamentally diminished (in fact, came very close to eliminating) competition, choice and innovation in how people access the Internet.”

A brutal attack and one that’s apparently only just beginning. Baker concluded her missive by volunteering Mozilla’s advice on potential remedies. “I’d like to offer Mozilla’s expertise as a resource to the EC as it considers what an effective remedy would entail,” she writes. “I’ll be reaching out to people I know with particular history, expertise and ideas regarding these topics.”

A bit like Muhammad Ali offering tips on how to score his historic fights with Joe Frazier, no? Anyway… the EC has reportedly accepted Mozilla’s offer and will allow it to participate in the case as an “interested party.”

A note about the headline: It’s a joke. I am well aware of FTP and KDE, Gnome, etc. and their non-IE browsers. No need for lectures.

According to preliminary metrics from Net Applications, the share of the browser market held by Microsoft’s (MSFT) Internet Explorer has slipped below 70 percent (click on chart above). IE’s market share topped out at 68.15 percent in December, down from 69.77 percent in November and 71.27 percent in October. Astonishing, given that it began the year at around 75 percent. Meanwhile, Firefox, Apple’s (AAPL) Safari, Google’s (GOOG) Chrome and even Netscape rose in share, with Firefox exceeding 20 percent for a full month, a trend that Net Applications expects will continue through December and beyond.

Now, Net Applications cautions that the December holiday season strongly favored residential over business usage, which increases the relative usage share of Mac, Firefox, Safari and Chrome. So perhaps the IE’s lower usage during the month was a bit more pronounced than it might otherwise have been. But that doesn’t change the fact that its reign is clearly in decline. In January of 2007, IE held nearly 80 percent market share; now it holds 68.15. Still, the lion’s share of the market, but a share that has slipped nearly 15 percent in just two years, (click on chart below) and given recent news, seems certain to slip further in the months ahead.
<a href="http://digitaldaily.allthingsd.com/files/2009/01/browser.jpg"rel="lightbox">

Google’s Chrome browser has been available for just about a day and the first reviews are slowly beginning to hit the Web. They’re largely positive, although in that “worthy, but largely unexciting” sort of way typically reserved for new Microsoft (MSFT) operating systems.

Our own Walt Mossberg, who was the only reviewer to test Chrome for a week, found it to be a “smart, innovative browser that, in many common scenarios, will make using the Web faster, easier and less frustrating.” But not necessarily always faster than its rivals. Wrote Mossberg: “Despite Google’s claims that Chrome is fast, it was notably slower in my tests at the common task of launching Web pages than either Firefox or Safari.” He noted as well that this first version of the browser is “rough around the edges and lacks some common browser features Google plans to add later.”

Like most reviewers, eWeek’s Jim Rapoza had a just a short few hours to play with Chrome, but that was time enough to impress him. “Right now, based on [a] short amount of testing, Google Chrome may just be the most impressive new Web browser that I have ever seen,” Rapoza wrote. “While there are still a few beta hiccups, much of the experience of using Google Chrome just feels like the way that a browser should work.”

Gizmodo, too, likes what it’s seen so far in Google’s (GOOG) first browser. “Our first impression of Chrome is that it’s nice and fast,” Associate Editor Adam Frucci declared. “There’s very little lag opening pages and the entire interface feels very streamlined. Opening it is insanely fast, it’s noticeably faster to get running than either [Internet Explorer or Firefox].

Over at Technologizer, Harry McCracken says Chrome, while perhaps not as “uncommonly fast” as Google would have us believe, seems pretty zippy. He misses Firefox 3’s “Awesome Bar,” though, and notes some potential issues with the browser’s UI. “Google’s definitely trying to clear out clutter and preserve as much space as possible for the Web site you’re on rather than the browser UI–which is both pleasing and kinda ironic given that the name ‘Chrome’ comes from designer-speak for browser UI elements,” noted McCracken. “The tabs sit up in what’s normally the Windows window bar; as far as I can tell, Chrome doesn’t show you the title of the page you’re on, which is usually what sits up there. Potentially confusing? In theory, at least.”

BBC technology correspondent Rory Cellan-Jones, who admittedly had but a harried hour-long demo on which to base his assessment of Chrome, was decidedly unimpressed by it. “Overall, the browser does not feature anything that will blow the socks off a Firefox user–and persuading the mass of Web users, many of whom will be unaware of which browser they use, to go and download Chrome will not be easy,” Cellan-Jones predicted.

Finally, over at Ars Technica, Ryan Paul says that Chrome is surprisingly polished for a browser that’s still a bit feature-light. “Google has kicked off Chrome with a strong product,” Paul wrote. “Although the software feels polished and robust, the early stage of development is clearly revealed in its lack of support for advanced features like RSS integration and full bookmark management. If Google continues to invest in moving Chrome forward and manages to build up some community involvement, though, the new browser could quickly become a shiny new contender in the browser market.”

The company released IE8 Beta 2 Wednesday afternoon, and by most accounts, it’s a solid update. In fact, it might even put IE on par with competing browsers like Mozilla’s Firefox and Apple’s Safari. Certainly, this latest iteration, with its new privacy and security features, adherence to Web standards, enhanced tabbed browsing and “smart address bar” (a location bar similar to Firefox 3’s “Awesome Bar”), proves that Microsoft (MSFT) has at least caught up with its rivals in the browser space. “This is a top-to-bottom makeover,” says Ed Bott. “It’s packed with usability improvements, security enhancements, and a platform for new add-ins that third-party developers are already taking advantage of.” Which is a good thing, because IE’s increasingly stale feature set has caused a bit of decline in the browser’s market share. In the last year IE lost six percentage points of market share, falling to 73 percent, while Firefox’s market share rose to 19 percent.
