Her dreams of heading up the World Bank dashed, former Hewlett-Packard (HPQ) CEO Carly Fiorina, the architect of one of the worst tech mergers in history, has turned her attention to the U.S. Senate.

After months of speculation, Fiorina officially announced her candidacy today. She’ll run as a Republican against Sen. Barbara Boxer (D., Calif.). Of course, to do that, she must first win the Republican primary. Fiorina broke the news in an op-ed in the Orange County Register.

“Admittedly, I have not always been engaged in the electoral process, and I should have been,” she wrote. “For many years I felt disconnected from the decisions made in Washington and, to be honest, really didn’t think my vote mattered because I didn’t have a direct line of sight from my vote to a result. I realize that thinking was wrong.”

Reflecting on her personal history, Fiorina continues: “As I grew throughout my career, beginning as a secretary and eventually becoming a CEO, I saw how government impacted business. I learned more as a member of advisory boards at the State Department, the Pentagon and the CIA. I now understand, in a very real way, that the decisions made by the Senate impact every family and every business, of any size, in America. This is what motivates me to run for the U.S. Senate. And so today I am announcing my candidacy to serve the people of California as your next U.S. senator….Together we can turn things around.”

Together we can turn things around? Not if Fiorina’s performance at HP is any indication. Before she was forced out of the company by its board of directors, she was so at odds with the uniquely Californian “HP Way” that her corner office could have been powered solely by Bill Hewlett spinning in his grave.

UPDATE: Here’s another Fiorina op-ed from earlier this year in which she discusses executive pay. Unsurprisingly, she is against President Obama’s efforts to restore “common sense” to CEO compensation. And why wouldn’t she be? After all, she walked away from HP with a $21 million severance package.

An odd turn of events, considering Hathaway led the administration’s 60-day review of governmentwide cybersecurity preparedness and seemed its likely choice to head up the new cybersecurity office. With the post now vacant and the list of candidates who’ve been considered for the job rumored to have reached at least 30, the administration may have a tough time finding the right person for this difficult job–and convincing him or her to accept it.

“As it stands right now, the cyber czar would have two bosses, the National Security Council and National Economic Council, as well as a chief information officer and chief technology officer,” Greg Garcia, former assistant secretary for cybersecurity and communications at the Department of Homeland Security, told Dark Reading. “In addition, that individual would have to herd all of the cats at DHS and other agencies. Those are big shoes to fill–in fact, I’m skeptical that anyone could succeed in the [cyber czar] job.”

And Garcia’s not the only one. Among other potential candidates who’ve reportedly told the White House they’re not interested: former Republican U.S. Representative Tom Davis of northern Virginia, Microsoft (MSFT) executive Scott Charney, Symantec (SYMC) Chairman John Thompson and retired Air Force General Harry Raduege Jr., the former Defense Information Systems Agency director and co-chair of the Commission on Cybersecurity for the 44th Presidency.

This web- and Twitter-savvy move (he uses the word “retweet”!) is the most immediate piece of a digital campaign strategy that also includes a YouTube channel, a Facebook presence, a Flickr account and a Digg profile, all lined up in the footer of every page on his Web site. Visitors are also urged to sign up for an email newsletter.

Campaign 2.0 was ushered into existence by Barack Obama’s brilliant campaign manager, David Plouffe, who really set the gold standard, even though Twitter wasn’t a part of his strategy. The microblogging powerhouse wasn’t at quite the same level of omnipresence a year and a half ago as it is today.

One of Twitter’s most persistent qualities is its malleability, lending it to any number of creative applications users can invent and implement. Of course, Twitter is the tool, not the strategy–next election cycle, there will no doubt be a new shiny new app to play with. But for now, It will be interesting to see if Newsom’s camp does something creative with this one.

A longtime friend of Obama’s, Genachowski served as an adviser on technology policy during the 2008 campaign. During the Clinton administration, he served as chief counsel to FCC Chairman Reed Hundt. He’s a ’Net Neutrality advocate. And more importantly, he’s generally well respected by industry and consumer-activist groups alike–something that wasn’t particularly true of former Chairman Kevin Martin. Under his leadership, industry insiders expect the FCC to be far more transparent than it was during Martin’s reign. Here’s hoping that proves true.

During a June 19 panel discussion sponsored by the American Antitrust Institute (audio), Varney was particularly vocal in voicing her concerns about the power the company wields in Internet search advertising, which she views as a relevant antitrust market. “If any of my colleagues or friends from Google, or who represent Google, are here, I invite you to jump up and scream and yell at me,” she said. “For me, Microsoft is so last century. They are not the problem. I think we’re going to continue to see a problem, potentially, with Google.”

Varney was quick to note that she feels Google’s monopoly is unsurprising–something it has acquired legally through some remarkable innovation in the market it now dominates. But she said it still demands antitrust scrutiny. “I do not think [Google has] done anything other than be a spectacular, innovative company,” Varney explained. “I’m deeply troubled by their acquisition of DoubleClick, and I’m deeply troubled by their deal with Yahoo. I submit to you that this administration, although they may open a investigation or a review of the Google-Yahoo deal, will do nothing. I think this is a classic area to explore, how do you apply Section 2 in a highly innovative, highly networked, not terribly competitive environment.”

A good question. And one that Varney will apparently answer sometime during the next four years. Best keep that informal “don’t be evil” motto top of mind for the foreseeable future, Google.

For a start, MediaMemo notes that even though estimates for people viewing President Barack Obama’s inauguration speech hit record highs–70 million on the Web and 37.8 million on television–a Web view can’t be equated with a television viewer, so those numbers remain just estimates. One way viewership can be visualized, though, is a graph published by Google (GOOG) that shows a huge dip in searches performed while people were viewing the ceremony live. The Inauguration had a profound effect on YouTube as well. Though it was perhaps the only big Web site that didn’t offer a live stream during the events, its users made up for this by uploading videos afterward at the incredible rate of 3.52 videos per minute. To put that in context, when Tina Fey’s Sarah Palin skits were the hottest thing on the Web, users uploaded videos at the rate of 9.9 per hour. BoomTown notes that even though he might have to give up his beloved BlackBerry, the gadget-loving President did get a completely tricked out new Cadillac limo–nicknamed the “Beast”–for his day-to-day ride.

During his speech, when he was speaking of building a healthy American economy, Obama said “it will not come easy or happen overnight, and it is altogether likely that things may get worse before they get better.” This is basically the theme for the first week of earnings. As BoomTown points out, this crisis started in the financial sector, but it has ended up affecting everything, including seemingly healthy companies in the digital sector. The list gets longer every day. For the first time in 14 years, Sony (SNE) expects to report an annual loss–a staggering $1.65 billion–forcing CEO Sir Howard Stringer to plan for more drastic cutbacks than anticipated. He plans to cut 16,000 jobs and close six plants. And Ericsson? Despite reporting better-than-ever fourth-quarter financials, CEO Carl-Henric Svanberg will cut some 5,000 jobs, just in case, to maintain the company’s competitive edge. Digg plans to cut 10 percent of its workforce, but still says it’ll be profitable in 2009. BoomTown liveblogged Microsoft’s (MSFT) second-quarter earnings call and reported the fallout–for the first time in the company’s 34-year history, Microsoft will lay off a significant number–5,000 workers–the most drastic headcount reduction it’s ever seen. BoomTown also published Steve Ballmer’s full memo to the Microsoft troops about the company’s weak financial results and the layoffs to come.

Maybe the only good news in the tech market this week was about Palm, which has been resurrected by its long-anticipated new hand-held, the Pre. Palm (PALM) shares were up 157 percent this past week–to put that in context, the S&P was down 5.9 percent during the same period.

Good news for Windows PC owners, too–and it’s about time. In Personal Technology, Walt Mossberg previews Windows 7 and said that even in beta it blows Vista out of the water. In its finished form, it might even turn out to be a worthy competitor to Apple’s (AAPL) OSX Leopard. In Mossberg’s Mailbox, he answers a parent’s question about monitoring a teen’s Facebook activity. And in the Mossberg Solution, Katherine Boehret looks at some options for avoiding slow boot-up times on your computer.

More next week, when, hopefully, the atmosphere will be a little bit more upbeat.

Now, Perrelli’s CV is impressive. He was counsel to Attorney General Janet Reno during the Clinton administration. But his cozy relationship with the RIAA makes his appointment a bit of an eyebrow-raiser. And the entertainment industry’s $7,669,442 in contributions to the Obama campaign certainly doesn’t help matters.

Writes News.com’s Declan McCullagh: “During [Perrelli's] confirmation hearing, it will be instructive to see if senators ask whether his zealous anti-file sharing advocacy can make him an objective civil servant–especially when these same politicians want the Justice Department to sue peer-to-peer pirates at taxpayer’s expense. (Then again, if that proposal becomes law, Perrelli’s surely the right man for the job.) It will also be instructive to see if this week’s news prompts some of the RIAA’s longtime adversaries to moderate their enthusiasm for Obama’s technology policies.”

BoomTown reported Monday in a major scoop that Yahoo’s (YHOO) Jerry Yang will indeed be stepping down as soon as the Yahoo board can find a suitable replacement. Digital Daily argued that it was perhaps the best thing Yang could have done for the troubled company. Early trading on Tuesday saw a 14 percent rise in stock price–an addition of nearly $2 billion to Yahoo’s market cap. Happy days didn’t last long, of course. All it took was a statement from Steve Ballmer reasserting Microsoft’s (MSFT) lack of desire to buy the company to send its share price plunging to $9.

Microsoft is allegedly coming close to settling on a new head for its digital business, not for lack of lost time, though–BoomTown predicts the winner will be Qi Lu, Yahoo’s former head of search. We’ll know soon, supposedly. In the meantime, Microsoft is busy trying to woo Verizon Wireless (VZ) away from Google (GOOG) as its default search partner on many of its devices. It’s willing to pay from $550-$650 million–twice as much as Google’s paying, allegedly–to own 60 percent of all searches made from mobile devices.

Digital Daily had more news of the continually declining economic situation (OK, econalypse). This week, the harbinger of doom was the precipitous fall in corporate IT spending, which will be, uh, about $0 over the next 90 days, according to Changewave. That just about lines up with the fact that online spending is at its lowest level in seven years. Meanwhile, concerns that current economic conditions will last much longer than previously expected prompted a tech selloff that kicked tech’s ass all the way back to 2003. Good times.

On a happier note, now everyone knows how to make serious cash from social media: Run for president. In the 21 months of his campaign, Barack Obama’s online machine raised half a billion dollars. Listening, Mark and Chad? How not to make money: Ask Axl Rose. In a pioneering move, the fabled Guns N’ Roses album, “Chinese Democracy,” launched on MySpace (NWS). Not so pioneering: Crappy sales. Of the tons of fans who tuned in, less than tons bought the album. In a nonsocial-networking move, YouTube will host its first-ever offline party in SF this weekend–Obama Girl, Fred Figglehorn and other viral phenoms will be in attendance. Don’t worry, BoomTown is going so you don’t have to.

MediaMemo followed the burgeoning saga of Mark Cuban’s battle with the SEC on charges on insider trading–more to come, no doubt. Motrin was also in the hot seat this week for its insensitivity toward women in its recent campaign aimed at, well, women.

Walt Mossberg gave Research in Motion’s (RIMM) BlackBerry Storm a comprehensive review on its launch date. For the smartphone’s details and a video of of its many features in action, check out Personal Technology. Covered in Mossberg’s Mailbox this week were some pros and cons of buying an e-reader, and details about the lack of FireWire as a stumbling block for buying a new MacBook (AAPL).

In The Mossberg Solution, Katherine Boehret takes a look at VideoSurf, a video search engine that searches videos by “seeing” the images that appear in them.

The Washington Post reports that some three million donors made a total of 6.5 million online donations to the campaign. The average online donation was $80, and the average donor gave more than once.

“You looked at the money being raised online in the same way that you looked at the crowds who came to the rallies,” Joe Rospars, the director of Obama’s new media department, told the Post. “You were constantly surprised at the number of people who were coming out to see him, [and when it came to online donations] people exceeded our expectations as to what they were willing to do.”

Astonishing. Seems a comprehensive online presence–one that spans microblogs, social networks and video sites–really does have its benefits, when it comes to political campaigns…important ones, anyway.

Election 2008
Whether or not those voting machines malfunctioned or miscounted votes, Barack Obama was set to become the 44th President of the United States, much to the chagrin of comedians like Tina Fey and Amy Poehler, who–since the beginning of the McCain/Palin partnership–were handed once-in-a-lifetime material. Between the brilliant “Saturday Night” Live parody sketches of (and by) both Palin and McCain, and Obama’s victory speech, the other big winner (by a mile) was Google’s (GOOG) YouTube. All 500 video versions of the speech generated nearly seven million views. It doesn’t beat the nearly-naked Britney Spears, with over nine million views, but one can dream.

Yahoo
This week, Yahoo (YHOO) was kind of like a high school senior with a prom night dilemma: Since Microsoft (MSFT) backed out of acquisition negotiations earlier this year, Steve Ballmer insists there’s no deal, but there’s a lot of back-and-forth that makes BoomTown wonder. Google backed out of the much-discussed search ad partnership with the company after the DOJ made it clear that it was not going to happen without a fight. The also-much-discussed merger with Time Warner’s (TWX) AOL has not fared much better. According to BoomTown, where you’ll find the straight dope on all of the rumors, all of this (for starters) has turned CEO Jerry Yang into the Internet’s human pinata.
You know what they say: “Play hard-to-get and you won’t get got.”

Econalypse
Rupert Murdoch admits business is worse than he previously thought. Disney (DIS) admits that ad spending has been declining for more than a year. Does that make it official? Either way, reality sinks in further among the non-start-up set–Time Inc. is laying off hundreds and reorganizing the rest. Viacom (VIA) may or may not have layoffs. Among the start-up set, as witnessed at the recent Web 2.0 conference this past week, companies are in survival mode, getting lean for the downturn. Well, not everybody. MySpace’s over-arching theme, judging from this BoomTown video of the giant’s Web 2.0 party, is “Masque of the Red Death.” Party on, Garth–and have a pleasant tomorrow.

Obama will appoint the nation’s first Chief Technology Officer (CTO) to ensure that our government and all its agencies have the right infrastructure, policies and services for the 21st century. The CTO will ensure the safety of our networks and will lead an interagency effort, working with chief technology and chief information officers of each of the federal agencies, to ensure that they use best-in-class technologies and share best practices.”

The short list of candidates for President Elect Barack Obama’s cabinet-level CTO may be quite a bit shorter than Washington insiders claim. In the run-up to Tuesday’s election, Vint Cerf, Google’s (GOOG) chief Internet evangelist, Microsoft (MSFT) CEO Steve Ballmer, Google CEO Eric Schmidt, Princeton professor Ed Felten and Amazon (AMZN) CEO Jeffrey Bezos were among the names of those who might be considered for the job. But it’s beginning to look more and more like the Obama camp already has someone in mind for the position: Julius Genachowski.

A longtime friend and adviser of Obama’s, Genachowski was named to the President-elect’s transition team today. And while that obviously doesn’t make him a sure thing for cabinet CTO, he’s certainly well-qualified for the job. After all, Genachowski was a former adviser to Federal Communications Commission chairs Reed Hundt and Bill Kennard. And with a lengthy stint at Internet company IAC, his acumen includes Internet business operations as well as Washington tech policy.

And then there’s this: Genachowski’s the guy who came up with the idea of cabinet-level CTO in the first place. Dibs!
