If this article is correct, it wasn’t AT&T who landed the iPhone deal, it was Cingular (that AT&T later purchased).

I heard, and this article confirms, Jobs didn’t even have a prototype when it first struck up the deal with Cingular. That can explain why Verizon balked. Here is a nice article from USAToday on the topic.
