Comcast was doing the right thing by managing traffic. Alas, a few very well funded inside-the-Beltway lobbyists beseiged Congress and the FCC (which is no longer an expert agency; the techies are left and it's purely political) with misinformation, and got their way. This is a great example of what happens when lobbyists get the ear of regulators and legislators, who see political advantage in swallowing the falsehood and none in listening to those who try to set the record straight.
