You pay a fee to buy the music, you pay another fee if you want to make a photocopy of one of the parts,  you pay a different fee if you want to change the arrangement of the music to suit the abilities your band, you pay another fee if you want to do your own arrangement - and NONE of these fees allow you to perform the music in public.   You have merely purchased the right to admire the sheets of paper.

If you would like to perform the music, you (or the organizer of the parade or other event) pays yet another fee.</description>
